Where they align

Witness requires the other person to remain a subject whose answer can alter the exchange. Hesitation is the moment that principle becomes costly and therefore meaningful.

Where the Arc refuses

A persuasion system can treat every no as an obstacle. The Arc supplies the ethical limit: some resistance should be understood, not overcome.
